Mineral resources are a precious asset of mankind.As a pillar industry in China,mining has laid an important foundation for the rapid economic development of some regions.As a major mining province,Hunan Province is known as the “hometown of non-ferrous metals ” and the “ hometown of non-metals ”.The exploitation and utilization of its mineral resources have strongly supported the development of the national economy in the province.Due to the unique geographical and natural environment of Hunan Province,there are many small and medium-sized mining areas in the province.Small mines account for more than 90% of the total number of mines in the province and are an important part of Hunan's economic development.Due to the relatively scattered and large number of mines in the small and medium-sized mining areas,the mining technology and economic strength of small and medium-sized mining enterprises are relatively weak,and there is a lack of uniform management and operability management and supervision system.The predatory mining for the purpose of profit not only led to serious waste of mineral resources,but also seriously damaged the serious ecological pollution caused by the ecological environment of the mining area and the sharp decline of biodiversity,which greatly affected the production and life,life and property of the surrounding people..In response to this situation,this paper relies on the research of the subject,using the case analysis method and the combination of theory and practice to select the resources in Hunan Province through the examination of relevant domestic and foreign literature,policy planning and technical measures,typical cases.The three cities with large reserves in the forefront and small and medium-sized mining areas are analyzed as a case study.From the three dimensions of governance,the main problems faced by the current ecological environment in small and medium-sized mining areas in Hunan Province are identified,combined with the theory of multiple governance and the life cycle of mining areas.The theory analyzes its internal causes.On the basis of summing up the experience of typical cases at home and abroad,it guarantees the autonomy of the governance subject from the concept of innovation,and guarantees the pertinence of governance from the way of classification and management of the whole life cycle.Improve the effectiveness of multi-party assessment and supervision to ensure the effectiveness of governance,and form amulti-disciplinary co-governance model for ecological environment management in small and medium-sized mining areas in Hunan Province,with a view to promoting the coordinated and sustainable development of the mining economy and the ecological environment of small and medium-sized mining areas in Hunan Province,and building an ecologically beautiful Hunan.
