A Research On Mechanism Of Chinese Emission Permits Trade Of Carbon Under Low-carbon Economy Mode

The global warming issue is one of the most important problems in the world that we have to face today.There are a lot of perspectives to understand the global warming issue and various ways in solving the problem,while seeking the solution to the issue with market-oriented methods has drawn great concern of the academic and beneficial explorations have been conducted into the issue.People,especially professors begin to reconsider our development from a comprehensive view of the economy,efficiency,fairness and technology. In this background,low-carbon economy,as a brand new development model,has been rapidly recognized and put into practice by many countries.Being one of the methods to be market-oriented,emission permit trading of carbon has been one of the economic categories with a higher frequency of occurrence.And one of its important propositions is the way to understand and solve emission permits tradeof carbon from the perspective of economics and adopting economic approaches,which essentially is solving or weakening price distortion in resources allocation by means of marketing mechanism and realizing sound economic growth.The basis for the market mechanism to play its role is the market,and the object is the manufacturers or the products,whose performance has received a common understanding basically and been mostly verified.Although being the most efficient means of pollution control in the market economy,the system of emission permits trade has been widely applied all around the world by now.Yet certain prominent theoretical and practical problems still exist in China which will seriously affect China's low-carbon economy.In addition,as the system of emission permits trade is still at the stage of exploratory and adaption in China,the research on its theory and application are particularly important.Experience acquired by developed countries during the exploration process is of particular significance to China,which is now enjoying the"pleasure" of economic growth and tasting"bitterness"of the environmental issue at the same time in her process of industrialization.The study focuses on the system of emission permits trade under the control of total amount of carbon emission,and aims at promoting low-carbon economic development in China.Both new institutional economics and Game Theory are applied to make some theoretical analyses and applied research on certain issues encountered in emission permit trading.By analyzing the limitations of the current system of emission permits trade and clarifying the relationships between its influencing factors,the research aims to integrate the existing system in full consideration of green technological innovation,and put forward some theoretical suggestions for China's low-carbon economic development.First of all,this article summarizes and discusses the possible ways of developing low-carbon economy in China.And then the paper briefly introduces the theoretical foundation and its practical significance of emission permits trade of carbon from the perspective of the theory of property rights.Then,it focuses on the emission permits trade of carbon under the conditions of market forces,pointing out the green technological innovation of a certain speed is the right way to address the failure in the system of carbon emission permits.After that the paper studies the mode of initial allocation in carbon emission permits from the perspective of promoting the green technological innovation.Finally,a system of emission permits trade which integrates the service market of carbon sink is put forward after analyzing the cost disadvantage of green technological innovation.The main innovative outcomes of this paper are:First,it points out that the effectiveness of the emission permits trade carbon under market forces will depend on whether the satisfying environment supplies influnced by the green technological innovation can meet the environmental demands of the public.And then, empirical analysis are done on its mechanism.Second,it raises the concept of "the forest carbon sink union"and makes a macro-design on carrying out carbon sink services in our country.Third,a system for controlling carbon emission under the low-carbon economic mode has been raised,which mainly includes the shunt selection mechanism of choosing green technological innovation and purchasing forest carbon sink service,according to the principle of minimizing the cost,and the mechanism that the progress the system of emission permits trade of carbon from invalid to effective with the one initial distribution of carbon emission permits from free of charge to auctions promote for interaction.under the market forces,based on the above-mentioned conditions.
