With the acceleration of industrialization and urbanization,the global warming caused by the emission of greenhouse gases such as CO2has become one of the largest environmental problems faced by today's human society.It has caused countries to attach great importance to the issue of climate change and resolve this issue.The fundamental way is to develop a low-carbon economy.After rapid development since the reform and opening up,China's total economic output ranks among the top in the world.However,China's total carbon emissions also ranks first in the world.Among them,the manufacturing industry's carbon emissions account for more than 80%,and therefore take a low-carbon development path.Improving the carbon emission performance of the manufacturing industry has become China's top priority,especially for the high energy-consuming and highly polluting western regions.Since the reform and opening up,China's western regions have become increasingly active in foreign trade activities.While driving local economic development,trade and environmental conflicts have also emerged.At the same time,all walks of life have also paid close attention to the role of technology in the environment.Therefore,from this point of view,this paper focuses on the analysis of the impact of tradeopeningandtechnologicalinnovationonChina'swestern manufacturing industry.This paper uses the panel data from 2005 to 2015 to measure the carbon emission performance of manufacturing industries in 11 provinces and cities in western China using the latest EBM method in the DEA method,and analyzes international trade and technological innovation by establishing panel tobit models.Impact on the Performance of Manufacturing Industry's Carbon Emissions in Western China.The study found that:China's manufacturing carbon emissions in the manufacturing industry showed a trend of decreasing volatility,and the overall situation was at a relatively low level,while the low scale efficiency was the main reason for its low;the increase in trade openness was an effect on the carbon emissions performance of China's western manufacturing industry.The improvement has a positive impact.In the research on the impact of technological innovation on the carbon emissions performance of western manufacturing,it is consistent with the findings of most scholars,and believes that improving the level of technological innovation is also one of the important measures to improve the carbon emission performance of the manufacturing industry in the western region.In response to the above conclusions,this paper puts forward corresponding policy recommendations:Accelerating the optimization and upgrading of industrial structure,advancing economic restructuring;Formulating strict laws and regulations to promote low-carbon production and development;Optimizing energy consumption structure and improving energy use efficiency;Adjusting trade structure and promoting low carbon Trade;improve the ability of independent innovation and promote the development of low-carbon economy.
