Legal Thought On Prevention And Countermeasures Of Environmental Pollution In The New Rural Reconstruction Of China

Since reform and opening up,with the rapid development of the rural economy, environmental pollution problems in rural areas have become increasingly prominent.It has seriously affected the realization of new socialist countryside featured with"the production development,the life ample,the localcustom civilization,the village accommodates,the management democracy neatly'and hampered the coordinative development of economy,society and environment in rural areas and even the entire country.So strengthening environmental protection and prevention and remedy of environmental pollution in rural areas is an urgent task of the new rural reconstruction.It is also an urgent requirement of constructing our harmonious society.Therefor,for China's rural environment is increasingly faced with a great challenge and a problem in environment treatment,it is greatly imperative to make a feasibility plan to treat the rural environmental pollution.On the basis of the existing research,this paper analyzes the problems of rural environmental pollution based on laws and puts forward a series of constructive suggestions.Firstly the paper analyzes the relationship between problems of rural environmental pollution and the the new rural reconstruction and illustrates the affect and importance of rural environmental issue in the new rural reconstruction.Through the research of the present situation of rural environment pollution,it reveals the source and seriousness of environment pollution in the rural areas.Then for these current problems,the paper analyzs the reasons for the legal system,such as the imperfect environmental protection legislation;the flawed environmental law enforcement;the low-cost illegality;the imperfect judicial relief system;the deficiency of the public environmental protection awareness and so on.Finally,on the basis of the research about the environmental protection laws and regulations system,the administrative law,the environmental protection policy and system,the environmental protection system in our country'rural areas are conceived and designed and the legal measures including the others are proposed.The main purpose of the dissertation is to strive to offer an idea for the protection of the ecological environment which is suitable for the current situation in rural areas in China.
