The Research On The Legal Countermeasures Against Rural Environmental Pollution

With the development of economy and society in rural areas, environmental pollution is becoming more and more serious. The current situation affects the construction of new socialist countryside, and is not conducive to rural economic, social and ecological civilization in sustainable development. Prevention of environmental Pollution in rural areas is an urgent task of the new rural reconstruction. It is also an urgent requirement of constructing our harmonious society. Therefore, the rural environment in our country is increasingly facing a great challenge, it is greatly imperative to make a feasible plan to treat the rural environmental pollution.This paper is divided into six parts. The first part is an introduction. The third part is the current situation and problems of rural environmental pollution control legislation, law enforcement and judicial aspects of the causes of environmental pollution in rural areas, such as the legal protection of farmers’ environmental rights blank, rural environmental pollution control laws and regulations are not perfect, the rural environment lack of independence of the legislative, law enforcement institutions are not perfect rural environment, environmental responsibility, etc. The fourth part is on the part of developed countries, rural environmental pollution reference. Through the analysis about the United States, Germany, Japan, South Korea in rural environmental legislation, law enforcement, mandatory liability insurance, environmental monitoring, and environmental tax levied.Then we can discover its experience. The fifth part is mainly proposed legislation, law enforcement, judicial and legal countermeasure other proposed measures of environmental pollution in rural areas. The sixth part is the conclusion.
