With the reform and development of Socialist Democracy in our country,all circles NGOs, flourishing rising and growing rapidly,have become the third power outside of government and enterprises.But due to the development rapid of modern industry and human being excessive using nature resources,environment pollute seriously,ecological balance is destructed,serious consequence is in the face of people:earth resources facing exhaustion,water source pollution,air pollution,greenhouse effect etc,are destroying existence and development for the mankind. Reverence for the earth and protecting ecological environment have related to the safety of human being. NGO has become the most active strong in public voice.They have become an important strength to development and progress of protecting environmental cause in our country and in the world through carrying on propaganda of ecological environment,participating in ecological environment Supervision,advocating to the public green consumption,maintaining environmental rights and interests,They unfold their own functions in realizing harmonious coexistence between man and nature,and play an important role for ecological civilization construction in our country.Civilization is a concept to mirror development degree of human social,which represents the development degree and whole outlook of human society,a country or a nation's economy,society and culture.Ecological civilization,as a new civilization form,is not only a new stage of human civilization development,but also a concrete form of civilization development.ENGO aims at protecting environment,through carrying on various activities,to obtain the participation and supporting of the public and increase environmental protection consciousness of the public.It requires the public cherish natural environment,eliminate ecological poverty,develop green economy to achieve ecological civilized state of harmonious relationship between man and nature.At present,ENGO is in the developing stage in our country,how to make our ENGO better development and improvement and how to guide them correctly to play more utility have very important research significance for implementing scientific development view,constructing harmonious society and realizing ecological civilization construction.
