Research On Conflict Management Of Rural Environmental Interests In The New Era

With the transformation of the main social contradictions and the awakening of environmental awareness in the new era,farmers' demands for a better ecological environment are becoming stronger.However,the situation of the rural ecological environment in China has not yet been fundamentally reversed.The frequent occurrence of conflicts of environmental interests due to environmental pollution is a difficult problem facing social governance innovation.Strengthening the research on the governance of conflicts of interest in rural areas has important theoretical and practical significance,including in-depth promotion of socialist ecological civilization construction and implementation of rural revitalization strategies,protection of farmers' environmental interests,promotion of rural environmental governance system innovation,establishing a social governance model based on collaboration,participation and common interests.Through literature research,case analysis and systematic analysis,this paper puts forward Xi Jinping's important ideas such as "adhering to the harmonious coexistence of man and nature","a good ecological environment is the most inclusive livelihood and well-being of the people" and "protecting the ecological environment with the strictest system and strictest rule of law",which provide fundamental conceptual guidelines and practical guidance for the protection of the rural ecological environment and the promotion of governance of conflicts of interest in the rural environment;China's social management shifted from social control to the idea of constructing a social governance pattern of co-building,co-governance and sharing,This provides a basic idea for the governance of rural environmental conflicts of interest from non-cooperative games to collaborative co-governance;always insisting on the interests of the people as the center,and correctly handling the relationship between individuals and the whole,and the current and long-term interests are the prerequisites for achieving good governance of conflicts of interest in the rural environment.In recent years in the socialist ecological civilization construction and rural revitalization strategy implementation,our country through the rural environment management idea change,the rural environment management system reform to promote multivariate main body participation,construction of environmental system to protect farmers' interest covering environmental series of measures,such as conflict of interest for the prevention and management of rural environment has achieved initial success,but due to the defect of rural environment management model,a single administrative dominant dependence and the plight of weakening the government's credibility,the central government's environmental management system design and policy executive power of local government environmental soften the contradiction and the lack of the rural environmental protection system,At present,the governance of the conflict of interest in rural environment still faces a series of problems,such as the deep-rooted thought of maintaining social stability of the grassroots government,the contradiction between systematic damage and fragmented governance of the rural environment,the deviation between farmers' awareness of environmental rights and responsibility,and the contradiction between farmers' environmental demand and supply.Inresponse to these issues,with the guidance of Xi Jinping's socialist ideology with Chinese characteristics in the new era,it puts forward the implementation of the new vision for development and establishes a people-centered view of environmental interests;build a government-led,corporate main body,farmers and social organizations participate in environmental conflicts of interest and co-governance System;based on respecting and protecting farmers' environmental interests,rationally guide farmers' environmental rights protection activities;Build an environmental conflict governance system that includes joint construction,co-governance and sharing,including environmental information disclosure,environmental policy implementation incentive and restraint mechanisms,ecological compensation systems,and environmental accountability systems,etc.
