China is one of the countries which are rich in wildlife resources and biological diversities in the world. To protect these wildlife resources is for the conservation of biological diversity, to improve the ecological environment, to maintain ecological balance, and promote scientific and technological progress, and safeguard the country's image and reputation. However, due to economic development, the human use of wildlife resources in expanding the scope and intensity deepened, so that wildlife resources are over-exploitation and the survival of the dual pressures of environmental degradation, many species are endangered in the state. Faced to this situation, the human need to make effective measures to preserve and protect endangered species. And species protection is a complex project, which involves a wide range of content and need to regulate the use of a variety of means. The legal means to protect endangered wildlife is the most important and the most effective means.Although there have been a number of endangered wildlife protection laws and regulations in China, they has played an important role in protecting endangered wildlife. However, endangered wildlife protection of china is not satisfactory. People's Republic of China Wildlife Protection Law has enacted since 1988, which has played an important role in protecting endangered wildlife. More than a decade, endangered wildlife protection becomes more critical. People's Republic of China Wildlife Protection Law has outdated and does not satisfy the needs of today. There are many urgent improvements. People's Republic of China Wild Plants Regulations is a wild plant protection administrative regulation. As administrative regulations, People's Republic of China Wildlife Protection Law is unable to adapt to the trend of social development and serve any deterrent. We should be based on national conditions and learn from the advanced experience other country to make a law. To solve these problems, the author recommends that special endangered wildlife protection law should be as soon as possible by the National People's Congress to enact .Endangered wildlife protection law will be placed in the field of the one-way laws and regulations and specially manage endangered wildlife resources. This will fundamentally solve the problem of endangered wildlife protection laws and regulations of the chaotic system, and is more conducive to endangered wildlife protection. Law on the Protection of endangered wildlife through the adjustment of social relations is to achieve the coordination of protection and use .This can achieve sustainable use of biological resources. These kinds of social relation include management, protection, development and utilization of resources during the process of formation. The law should be guided by the concept of sustainable development, defined in the legal form of endangered wildlife protection purposes, basic principles, the basic system,and clear various organizations authority and management procedures, and increase offender sanctions. In addition, public participation should also be strengthened through the legal status of rights and corresponding obligations.
