The Study On The Investment Mechanism Of Environment In China

Along with China's high-speed economic development in recent years,Environmental pollution has become increasingly unable to bear it.,so it's necessary to protect our environment.During the" 11th Five-year Plan" period,two serious problems of environmental protection are the huge shortage in funds and the no efficiency of the environmental investment.Therefore,establishing and improving China's own environmental investment mechanisms quickly and provide sufficient financial support for environmental protection is undoubtedly of great realistic and far-reaching historical significance for the realization of the 11th Five-year Plan and the sustainable,healthy and harmonious development of China's economy and society.At first,this paper summarizes developed country's experience,such as USA and Japan.The significance to our country's investment mechanism of environment is discussed.Then analyzing our country's environmental protection conditions comprehensively.The combined method of qualitative and quantitative analysis is used in the study of the total quantity,structure,origin efficiency and effect of investment in environmental protection.The trend of its development is summarized and the reasons of it are discussed.We think that the lack of the quantity and the low level the efficiency of environmental investment has become a bottleneck restricting for the development of China's environmental protection.In the respect of the structure of environmental investment,the problem of delayed construction of urban environmental infrastructure is still very prominent.In the area of the sources of industrial pollution,the contamination are a serious problem for SMEs,and the pollution prevention is facing serious financial troubles.In terms of investment efficiency,this paper detailed analyzes the cause for the unsatisfactory construction and operation of pollution control facilities.Secondly,this paper analyzes the interact relationship between the investment mechanism of environment and economic growth from the view of theoretical and demonstration point. Analyzing the correlation between investment of environment and development of economic with the method of Granger causality test including correlation between investment of environment and GDP,investment of environment and Environmental Protection Industry,we can get the conclusion:with the perfecting of the investment mechanism of environment,investment of environment make the development of economic directly and indirectly,meanwhile economical development make no influence.The result demonstrate that there is many problems of our the investment mechanism of environment,including marketing level and so on.Meanwhile a number of factors affect the investment and environmental,but there is a quantitative relationship between the factors which affluence investment amount.Carrying on Pearson correlation coefficient analysis,we conclude that the total investment amount of environmental is positive correlation with GDP and the investment efficiency,and ties with the constitution of the investment negative correlation,also has the extremely close correlation dependence.Through the quantity analysis, we provided the basis for the investing formulation strategy of environment..from point of demonstration,Foshan of Guangdong is considered as an example to analyze the innovation of investment mechanism of construction of urban environmental infrastructure.On the basis of the analysis of experiences of developed countries and environmental protection, investment situation the paper make proposals for the foundation and improvement of the investment mechanisms of environment.(1)Efficiently linking government and market.(2)To. establish associated mechanism of finance and public finance,making finance innovation.(3)with the method of marketization including betterment of the effluent charge system,and rationally making use of BOT.(4) relevant supporting policies,including rationally dividing the rights of investment principal parts and developing environmental protection industryThe paper has some innovations:(1) dividing the factor of public investment and the factor of private investment in environmental investment.Analyzing the correlation between investment of environment and development of economic with the method of Granger causality test.The result shows that:environmental investment can develop the economic(GDP and environmental protection industry),and analyzing quantitative correlation with ECM.At another hand,the large percentage of public investment is the reason that individual causality.The shortage of investment mechanism of environment is to demonstrated.(2) Analyzing correlation among main factors of investment mechanism of environment with the method of Pearson correlation coefficient analysis, on the basis of analysis,the factor of investment mechanism of environment are considered as sally port.it's a new thought to establish effective investment mechanism of environment.(3)it's a new thought to table proposal from the angel of environmental protection industry with the purpose of perfect investment mechanism of environment.
