coalmine is main energy resource in the economic development of China, coalmine do not have the interchangeability in the short term .At present the collieries belong to dangerous industries ,coal mine production safety is very serious and mine disaster often occur in China. 1,000,000 tons mortality rate and death toll is much higher than the other main producer countries of the world. Embarking on the major reason of causing mine disaster, The crux is bad management. Corruption, small coal mineis no guarantee of security, production safety foundation is weak, the capacity of the production of ultra-serious coal mine production safety of employees and lack of awareness of the miners, farmers, "the rights of the poor". China's coal mine production safety legal system is in the start-up and push forward all-round stage, which involves coal mine safety work in all fields and aspects of this is a wide range of connotations, wide coverage, greater difficulties in systems engineering.This article is only through the case from the macroscopic levels to put forward views and suggestions : First, administer officers according to law, severely punish the "special Citizens ", to use criminal law to punish corruption; Second,the complete elimination of illicit and illegal coal mines behind the corruption; Third, improve the labor legislation, to strengthen the training of miners, the introduction of a mandatory system of employer liability insurance, and standardize the system of labor and employment, the promotion of compulsory labor contract; Fourth, to implement the responsibility system for production safety, strengthen the security of real production, from an objective to reduce the occurrence of the possibility of mine; Fifth, to guarantee the full exercise of supervision by public opinion according to law, the establishment of mine notification system to enhance the media's self-restraint; Sixth, increase the amount of compensation for the death of mine to increase the responsibility of the person as a deterrent. From the national conditions of China's coal mine production safety work and to meet the actual needs and give full play to the initiative of all sectors to jointly build a coal mine production safety laws and regulations.
