As the government legitimacy was becoming more weakened, the market and government presented the double failures, governance theory was produced in the 90's of the 20th century in western countries. After that, the governance theory was introduced into the community-building and system innovation, and became a hot topic rapidly. Environment keeps getting worse, which becomes a serious constraint in China's modernization as an important social problem. And community self-determination was presented a very obvious advantage in environmental treatment, but we did not take full advantages of the community. So how to develop this theory? Should we rely on the top-to-bottom reforms in political system or the whole participation of the vast citizens? This is an issue that deserves deep research, this paper researches on the situation of governance theory development in Chongqing and the patterns on how to deal with the relationships among community, government, market and the non-governmental organizations (NGO) in the environmental treatment so as to afford some advises for community construction and city environmental treatment, through the deeply analysis on the past community treatment patterns and some cases based on the governance theory. It uses theory and practice research method to study the development of urban community, and makes detailed depictions of the active effects of the non-profit organizations such as non-governmental organizations. It is believed that the participation-governance of urban community will be able to have vaster development prospect as the whole cooperation network becomes continuously perfect.
