Today, with the development of science and technology, the improvement of the legal system and macro society supervision and management system of the government, the inadequate and unreasonable safety investment of enterprises is one of the main causes of the enterprises' frequent accidents. In the circumstance which other conditions are the same, the level of safety devotion decides the safety levels. Therefore, the systematic study of enterprises' safety cost, is good at controlling the safety investment rationally, optimizing the safety investment structure of the enterprise, improving the level of safety management of the enterprise and promoting the coordinated development of the safety production.WISCO is a modern iron and steel complex company in our country, and it has advanced handicraft and control level. Be sure to meet investment of safe enterprise level of production, improve the level of safety at work, find out the best and suitable proportion for enterprise, make safety investment at work bring the maximal effect, WICSO entrusts safe environmental protection of middle steel Corp. Wuhan research institute to carry out "safety cost of WISCO analyzing and optimizing research " project.Based on the research project, the paper has studied the fact that safety cost of production of WISCO Ironworks, has founded cost of production index system that is safer than that of WISCO Ironworks, has brought safe cost of production into cost administrative system.Combined with the reality of the WISCO Ironworks safety operation, the paper has used the degree of safety assurance as the scientific index of reasonably evaluating the level of safety state, applied two methods of Regression Analysis and BP neural networks to make dynamic trend analysis of the safety investment of WISCO Ironworks. And then, has made a comparison between the two results led by two methods, it shows that the BP neural networks is more accurate than Regression Analysis. On the basis of the BP neural networks, the safety investment prediction model of WISCO Ironworks is established, and the interactions among safety cost factors are taken into account. Furthermore, the model is applied to safety investment prediction of WISCO Ironworks.Finally, this paper has applied a target to optimize the model throws into to ironworks structure carrying out an optimization; especially accurate reliable safety investment decision has provided the reference basis to WISCO.
