In recent years our country has built a large number of sewage treatment plant in order to improve water environment.It disappears that rivers are dirty and smell bad. However with the development of the sewage treatment plant cluster, emissions increase, water quality deterioration in the sewage mixed zone becomes a difficult problem, the paper is from two aspects of reducing emissions and the optimized drainage way of sewage treatment plants to discuss the necessary of management of mixed zone.Taking the Songhua river basin along Harbin as example, EPDRIV1 Water quality model is adopted to analysis the change of water quality, the following several aspects of research results are completed.1、Before EPDRIV1 water quality model is used for actual simulation, the parameter sensitivity analysis and calibration, model verification are made to ensure it suitable for the study area.2、Though analysing of the simulation results, it is concluded that pollutant concentration is on the high side in estuaries of Qunli sewage treatment plant, Ash river and Hulan river, namely sewage mixed zone pollution is very serious; then water environment capacity of mixed zone is calculated; finally the dynamic response of water environmental capacity and discharge capacity is build to ensure sewage factory emissions is below the capacity of water environment.3、According to the flow of the real-time monitoring to establish the dynamic response of flow of the river basin and the sewage treatment plant emissions of different time to determine the intelligent control mode.4、At the given pollution load conditions, three ways of the sewage treatment plant drain contamination are taken:the continuous uniform discharge, half a day to discharge the along while don’t and intelligent control, then to analysis their operation cost and CBOD and ammonia nitrogen of three, the results show that two kinds of pollutants concentration of the intelligent control operation is the lowest. As a result, at the given pollution load conditions, the intelligent control is the optimal way of discharge.
