Research On The Legal System Of Rural Environment Protection In Hei Longjiang Province

The 17th People's Congress report said that the "social construction and the people's happiness, well-being are related closely. We must pay more attention to social construction and strive to protect and improve people's livelihood". It is said that the people's livelihood problem keep pace with the times on the basis of economic development. The people's livelihood is quite elementary in early stage, while the people's livelihood has been changed from material to diversification with the factors of people's livelihood changing continuously, the connotation of people's livelihood developing unceasingly. Nowadays, as the construction of the new socialistic countryside has become the social focus, the problems of the countryside environmental protection has also been attached great importance. In accompany with the rapid economic development in our province's countryside, the modal of the traditional economic development in the countryside has not been changed basically, and the ecological environment is suffered from the unprecedented destruction. The problems such as "dirty, messy, bad" phenomenon; depression of the potable water's quality; pollution of the livestock feeding; pollution of the powder's source; and the pollution of the transmission from the industry to the countryside was the prominent features for the countryside environment. The degradation of the countryside environment's quality has not only threatened the farmer's health but also restricted the countryside's economy. However, in the background of the complicated social phenomenon in the countryside, the problems of the countryside environment and the ecological environmental protection has been covered and desalinated by the various environmental institution and the policy background. In accompany with the basic settlement of the saturation in the countryside and the gradual improvement of the comparatively good live society's full-scale construction, the farmer's desire for the change of the environmental situation has also become fervently. Consequently, whether we can deal with the problems of the countryside environment in our province is relevant to the sustainable development of the countryside area, the good living of the farmer, the healthy development of the countryside as well as the whole society, the achievement of the total goal for the construction of the socialist new countryside which was put forward by the Fifth Plenary Session Of the 16th CPC Central Committee, and the achievement of the goal for the construction of the socialist harmony society. The protection of the countryside is the consecrated responsibility for every Chinese people and this is also including the government.This thesis tried to make an analysis from the perspectives of the law, and then gave an example from the author's hometown——Heilongjiang Province, it put forward the major problems for the legal system about the countryside environmental protection, and then made analysis of the causes for the problems. In accordance with the borrowing of the advanced experiences from both of the overseas and the domestic, the author made a consideration for the consummation of the legal system construction for the countryside environmental protection in Heilongjiang Province. The author hoped the study can be helpful for the legal system construction of the countryside environmental protection in Heilongjiang Province and then it can broadened the vision and thinking to the further studies.
