China is a country with large mining.Mining industry plays an irreplaceable role for development of national economy.In recent years,with the rapid development of our mining industry,mine accidents often occurr.As one industry of the mining controlling works,this man-made high potential energy debris flow once occurred will cause the heavy loss for the state economy and also give the people's life and property seriously threaten,as well as create the heavy damage for the ecological environment.Therefore comprehensive analysing tailing pond risk information establishment and application the determinant theory of tailing pond risks has the very important practical significance.Through researching and comprehensive analysing tailing pond risk information,the determinant theory of tailing pond risks was established.Some problems such as determining risk elements weight were carried systematic deep research.The main contents are as follows:(1) According to the blank of discriminant tailing pond system information,all kinds of information about tailing pond were classified and analysed combined with tailing pond researching datas,such as geological,hydrology,investigation,designing,construction, operation and management.Finally tailing pond system information was concrete put forward.(2) According to the safety evaluation with characteristics of much qualitative index, little quantitative index,much more subjectivity and less objectivity,the determination theory of tailing pond risk was established main in objective quantitative calculation and with subsidiary role of subjectivity.Principle of construction theory of tailing pond risk was analysed.This paper drafted the judgment index of tailing pond risk according to the above principle and structural characteristics of tailing pond.(3) It was seldom considered influence of expert departure degree and authority previous when we invite experts to doing tailing pond safety evaluation.This article will give the calculation method of expert weight based on fuzzy dynamic cluster and fuzzy comprehensive evaluation to judge experts departure degree and authority. (4) This is a lack of effective processing method for observation data,so the observation data can not give service for safety operation and management of tailing pond when it costs a lot of manpower and material resources for observation data.Based on the methods of principal component analysing and genetic algorithm,the information weighting model was presented.Then information weight was determined based the observation data. Finally we will do fusion treatment and for the deficiency of subjectivity and objectivity weight.(5) Integration of theory with practice,the determination theory of tailing pond risk was applied on the limited company Xunyang County Jinxin mining industry.The results showed that this analysis method can objective analyse the risk situation of tailing pond.So it can be extended and applied to similar engineering.
