The paper first examines the technical elements of the overall urban planning EIA,the situation at home and abroad,as well as the regional aspects of the theoretical foundation and analytical methods of the Town Planning EIA in ecological carrying capacity,combined with the study of calculation of the ecological footprint theory and the use of the situation at home and abroad.It points out the technical framework of ecological footprint in application of urban planning EIA and improves the calculation content and methods of the Wackemagel calculation framework of ecological footprint of some sections,drawing the ecological footprint accounting account applying to the Town Planning EIA.Take the overall Hefei urban planning as an example,through calculation of regional ecological footprint and prediction,we can analyse the regional ecological carrying capacity and changes,and get the main factors affecting ecological footprint and the change of ecological carrying capacity through correlation analysis,as well as the ecological impact taken by the evaluation of Hefei ecological status level and the implementation of evaluation planning prediction,and finally put forward planning proposals.The paper reached the following conclusions through research:(1) In this paper,the technology framework of ecological footprint in the application of urban planning of EIA and ecological footprint accounting account applying to the Urban Planning EIA.Taking the overall Hefei urban planning as an example,carrying out in practice has good effects.Therefore,the contents of this paper has a strong value in the EIA in urban planning and universal applicability.(2) By the ecological footprint in Hefei from 2000 to 2005 calculated per capita,ecological footprint in Hefei increased from 1.7036 million hm~2 to 1.2758hm~2,with an increase of 33.5 percent 6 years,while the ecological carrying capacity significantly improve in 2005 compared to 2000 and ecological deficit increased from 0.9582hm~2 per person to 1.0205hm~2 per person,with a smaller increase,lower than the national 1.3702hm~2 per human ecological deficit,Hefei regional ecological status quo is better than the national average.Hefei ecological footprint indicator GDP dropped from the 1.4789hm~2 per million in 2000 to 0.8731hm~2 per million,in 2005,showing year-on-year downward trend,and per million GDP cost arising from the productive land area decreased.It showes that the process of resource utilization of Hefei economic development has been gradually shifting from extensive,consumptive type to intensive saving one.(3) The following order of impact factor correlation coefficient of the ecological footprint by the use of gray correlation model is:energy consumption(0.7405),the tertiary industry accounted for the proportion of GDP(0.5939),level of urbanization(0.5901),the total population(0.4408),urban residents disposable income(0.4150),GDP(0.2631),total retail sales of social consumption(0.2047),the results show that the main factors impacting changes in Hefei ecological footprint are:energy consumption,the tertiary industry accounted for the proportion of GDP, the level of urbanization and total population change trend.The result is fit for Hefei ecological garden city evaluation index system and the weight factor is also relatively close.(4) Ecological footprint calculation results showes ecological status in Hefei of Anhui Province are better than the national average level,applying to the actual status quo.(5) Through the gray prediction model for the prediction of planning and long-term ecological footprint,using 2000 to 2005 data to test that the error is 3.58 percent on average and prediction models are accurate,we conclude that the per capita ecological footprint of short-term planning for Hefei in 2010 is 2.1110hm~2 per person,the per capita ecological footprint of the long-term planning in 2020 for Hefei is 3.2731hm~2 per person.(6) The planning will change Hefei land use in the pattern,resulting in reduction of arable land,bringing about a slight decrease of ecological carrying capacity,the increase of the city's ecological footprint per capita while after planning.If don't take effective measures,Hefei ecological deficit will continue to increase.Based on the ecological footprint calculation and the recommendations made by prediction are objective,so it can provide a scientific basis for planning and decision-making and has a certain degree of guidance for the revision and perfection planning.
