Shortage of energy resources in rural areas has always been an important issue in developing countries, which directly related of developing countries economic development and improve people's living standards. Especially in the economic development of backward rural areas of the southern margin of the Tarim Basin, the energy shortage in rural areas is seriously hampering the economic and social development.Because of its geographical location, resources and other reasons, firewood consumption in rural areas around the Tarim Basin mainly fundamental to the edge of the desert oasis or desert ecotone vegetation,the existence of such long-term access to energy by means of an ecological environment of the surrounding residential area very serious pressure , we must attach importance to it and tackle it.Garbage in rural areas mainly include organic crop straw, livestock and poultry manure and human waste. These three types of organic waste in rural areas occurred in the largest, and is a very good biomass, biogas for rural development provides a wealth of raw materials. Biogas as a rural infrastructure, rural areas to solve the energy shortage problem, the protection and improving the rural ecological environment and increase their income and achieve sound agricultural production, and promote the adjustment of agricultural structure is of great significance.In this paper, construction and development in Hetian Prefecture of the basic conditions for methane as a starting point for rural Hetian organic refuse (straw and livestock manure) methane resources and potential production estimates, and outlines the Hetian region at this stage the situation of rural biogas construction and problems . Questionnaire design, survey methodology adopted home city of Hetian three home village biogas digesters building energy consumption, as well as comprehensive benefits arising from the investigation and other issues. Application of statistical analysis, model analysis and benefit analysis and other methods, the study area for the economic evaluation of biogas construction, analysis of the construction of biogas produced the economic benefits, ecological and environmental benefits and social benefits. Finally, the city of Hetian in rural biogas construction issues existing countermeasures for gas technology in the region to better promote the use of providing valuable reference.In this study, the same type for the Xinjiang region or the region is basically similar to the natural conditions to promote the development of biogas technology to provide reference for the Government to develop Xinjiang's rural biogas development planning and relevant policies to provide a scientific basis.
