As economic development in China, environmental issues become increasingly prominent, and the issue of sustainable development has become the focus of common concern to all mankind. In the context of the circular economy, the party and the government timely made the general requirements, building a resource-conserving and environment-friendly society. This makes the work of environmental protection has entered a new historical period. In our country, water pollution situation is Very serious, so the control of water pollution is the most urgent task of environmental protection. Since sustainable use of water resources directly related to the coordination of the economic and social development, the study of water environmental capacity was the key part the utilization of water resources. Water environmental capacity measurement program is the basis of the program of the total distribution. On this basis, we can further study and develop the program of the total distribution of water pollutants, and then achieve the goal of control the total quantity of water pollutants.As one of the most important environmental management systems, total quantity control of water Pollutants can effectively Promote reduetion of water Pollutants and improve the environmental quality. Water environmental capacity is part of the theoretic base of total quantity control and right caleulation method for water environmental capacity is dispensable.On the basis of the studies at home and abroad on the water environmental capacity and the total control method, in this paper, we analyzed in two ways, i.e. the water environmental capacity model and the distribution of total quantity control methods. Then we established a model based on the theory of uncertainty and carried out a simulation for the case in Changping District, Beijing.In the course of case simulation, the calculations of water environmental capacity used blind few theoretical models, control the distribution of the total programming level used uncertainty Analytical Hierarchy Process. Both methods are based on the theory of uncertainty.
