This thesis elaborates the primary content and method of hazard identification, the concept, rule, process and method of safety assessment, investigate the course and current situation. A suit of safety assessment system which fits for the combined station is established on the basis of consulting the research results of safety assessment at home and abroad, according to the practical production character of ZhongYi combined station that there are many hazard property of combustible, explosive, leaky and filtering matters.Safety check list method, develop hazard identification and qualitative are used to quantitatively assess the multi-purpose station. The method of Dow Chemical fire hazard and explosion index is utilized to quantitatively calculate and evaluate the fire explosion danger of crude oil stabilizer system. The evaluation processes and calculating steps of the fire explosion index are introduced. According to the real conditions, the danger coefficient and safety compensating coefficient of each unit are defined, and the safety assessment result of the unit danger analysis is obtained. Based on the basis of hazard identification and qualitative and quantitative assessment results, the key risk factors of higher risk of unit or equipmentis is analysed by the fault tree analysis method in the view of the existent fire hazard explosion and filter of each production equipment and operation segment in the system, the relevant risk protection and insurance measures are proposed to attain the optimal safe condition of each unit with lowest accident rate, least loss and optimal safety investment benefits. On the basis of the research above, software of combined station risk assessment is accomplished.
