China is a big country with a lot of mining resources. Nowadays, there are about 12000~15000 tailings being built or have been built with stockpiling 7 billion tons tailings. The tailing is not only an important production facilities but also a major dangerous source and pollution source. As a result, the security and stability of tailing has big significances for the safety in production and environmental production. The safety evaluation of tailings is mainly to analysis and forecast the possible risks, the degree and species of the harmful factors to avoid the hidden danger of accident. As a result, it is very important to do the safety pre evaluation to reduce the social harm caused by the accident.According to the actual situation of the Sichuan tailings, this paper carries on the Identification of dangerous and hazardous factors, such as the natural environment factor, factors leading to the dam break, factors leading to the seepage, factors leading to the instability of dam slope,and so on. At the same time, the tailing system is divided to 6 parts due to the identification of the dangerous and hazardous factors. The paper does the safety evaluation with safety check list method and technical analysis and demonstration method for each unit and then does the safety evaluation with PHA,FMEA and fault tree analysis method for the whole tailings. At last, put forward the improvement measures. By studying the paper, we finds out the 10 species dangerous and hazardous factors of the tailings: natural factors, factors leading to the dam break,factors leading to seepage, factors leading to the tailings discharge properly, factors leading to the dam slope instability, factors leading to the drainage system failure, factors leading to flood overtopping,factors leading to the vibration liquefaction,dust factors and the other factors, and clear the 6 divided units: tailings reservoir and the surrounding environment unit, tailings dam unit, flood control and water unit, drainage system and auxiliary unit, occupation health unit,safety management unit and we conclude the safety pre evaluation whether it is separate unit or the whole system: the surrounding environment unit is comparative safety, stability calculation of tailings dam unit meets the requires and the structure is safe, flood diversion scheme can resist frequency flood, the drainage system needs to be strengthened, occupational health and safety management unit is safe.In a word, the overall tailings reservoir is comparative safety. The design plan can guarantee dam stability and ensure the safe operation of tailings dam.although the tailing having a basic safety state, some hidden dangers also exists and the tailing should make improvement. For example, its pre flood storage capacity is not large enough. The improvement measures dismiss the following safety hidden dangers in construction link and improve the safety guard rapidly. This safety pre evaluation is innovative and a reference because there are no safety pre evaluation on this tailings before in the domestic.
