Since the 1990s, the Central and Eastern Europe countries whose economics and politics transferred after the disintegration had been on the way to a new type of environment governance. Under the influence of the west Europe environment politics, their environmental politics have changed significantly in the process of negotiation joining the EU. The feather of this reformation is that it overcame the trammels in the background of industrialization, and achieved the highest level in the world once for all in only ten years more or less. What is the reason? This author thinks that in the course of reformation, the Europeanization, a kind of "reversed second intentions" which mixes the realism and constructivism played a leading role. For that a more advanced environmental governance type of EU had influenced the Central and Eastern European counties' environmental politics by all kinds of formal and unformal rules, programs, political modes and standards, which included developing modes, management systems, legislation maturity, finance supporting, society mobilization and idea spreading and so on. That made the environmental governance in Central and Eastern European counties can deal with environment protecting and economics developing both well.Czech Republic is one of the counties whose economics developing fast and had serious environmental pollution problems in the Central and Eastern Europe. However, it got a lot of benefits from that environmental governance way. During the past ten years since the middle of 1990s, Czech did a good job in the management of home air pollution, water pollution and waste pollution, and has achieved the EU level. Looking from the path of Europeanization influence, the Central and Eastern European counties is influenced by the restriction and the impetus of negotiation rules, further more, they has formed a green civil society and elites group which have the same quality as west European counties do. So the establishment of that management pattern will not stop after Czech finished the treaty of joining the EU. It illustrates on one aspect that as a transnational measure, Europeanization can solve the national environmental problems successfully, and meanwhile for our country, which also suffers the problem of imbalance developing between west and east, this governance type that focus both on policy pressure and notion teaching can be transferred from a transnational governance to a regional governance, and this should give a good lesson to our sustainable development research.
