The Research On Environmental Policy And Environmental Diplomacy Of The European Community/European Union

As an integrated regional organization, EC/EU's environmental cooperation consists of two parts. One is the internal cooperation which is looked on as the EC/EU's environmental policy, the other is the outer cooperation that is the environmental diplomacy activity which is launched by EC/EU as a whole. Based on the historic point of view, this thesis studies the EC/EU's environmental policy and diplomacy, emphasizes the background and the reason of its environmental policy and diplomacy, analyzes the main characteristics of its environmental policy and the influence of its environmental diplomacy, at the same time, summarizes its experience.The whole text is divided into four parts. The first part analyzes the background and the reason of the environmental policy's appearance. The environmental problem has become more and more serious day by day since 60-70 ages in 20th century. Because of the awakening of its populace's environmental consciousness, the constant appearance of the'Green Politics'and the particularity of the environmental affairs, all the members reached mutual recognitions gradually in the environmental problem that they must carry out the common environmental policy in integrated organization stratification plane.The second part introduces and analyzes EC/EU's environmental policy from its development process,coordination,achievement and characteristic. Now EC/EU has promulgated six Environmental Action Programmes, formulated more than 400 instructions, formed widely covered environmental policy system in extensive fields and achieved the amazing achievement. The EC/EU's environmental policy manifests the characteristics of the time-keeping and sustainable development. It also takes on the flexible and principled disposition .So it is becoming one of the most advanced environmental policies in the world.The third part carries on the analysis mainly from the developing procedures, the jurisdictions, the major activities and the appraisal of the EC/EU's environmental diplomacy. Overall speaking, EC/EU participated the diplomacy policy initiatively, made cooperation in all fields and undertook the responsibility earnestly. Now it is playing the pivotal role in the international environment affairs. But it carries out the colonial environment policy, often attaches the political and economical condition s in the cooperation, takes the policy as a kind of tool to realize its political and economical interests, and that is its flaw.The fourth part ,resting on the environmental policy and the diplomacy implementation condition, summarizes its experience from the political will,the environmental consciousness and the responsibility of the citizen and the enterprise,the construction of the suitable environmental policy system and the active participation of the international environment affairs ,furthermore, it also hopes other countries and areas can profit from its significance.
