In recent years, safety culture has been widely acknowledged as a"soft"measure of accident prevention , safety production work has also gradually been improved to the height of safety culture. As the important part of enterprise culture in coal mine, safety culture comes to be the core and soul of coal safety production. It is the primary stage of assembling the coal-mine safety culture, not perfect in the assembling index system and assembling means of coal mine safety culture, and restricted the sound development of coal safety culture to some extent. Therefore, carrying out research on the coal mine safety assessing research has important theoretical and practical significance.Firstly, analyzes the meaning, hierarchy, constructing stage and the relationship between safety culture and safety performances of coal mine safety culture etc and lays the foundation of building the coal mine safety culture assessing index system.Secondly, referring on fuzzy assessing model, construct the coal mine safety culture fuzzy comprehensive evaluation model based on AHP (Analytic Hierarchy Process), by using AHP for weight distribution of indexes.Thirdly, Chose assessing indexes in material culture, management culture, behavior culture and concept culture of coal mine safety, combining with relative principle and the designing idea of assessing indexed system on selecting assessing indexes, and build the coal mine safety culture assessing index system systematically, including 4 secondary indexes and 27 third grade indexes, and determined the weight of these indexes at all levels.At last, assessed a coal mine in Shanxi by the means of spot field investigation to determine the membership of each index, and carried out the evaluation results of each assessed object via the calculation of fuzzy matrix. It is showed that the coal mine safety material culture is good, management culture is medium, behavior culture is good, concept culture is good and the total coal mine safety culture are good, and analysis reveal that the assessing results agree with the actual development of coal mine safety culture.
