The Construction And Comprehensive Evaluation Of Safety Culture Index System For Petrochina Northeast Chemicals Marketing Company

The safety culture construction of Petroleum Marketing Enterprise in our country is still in the primary stage,and it needs to be promoted urgently.The premise enhance is that Petroleum Marketing Enterprise can scientifically assess the level and status of their own safety culture construction.For this,the evaluation and research of safety culture level for Petroleum Marketing Enterprise emerges.While in the domestic and abroad,there are some research results on the evaluation of the safety culture level of Petroleum Enterprise,but such research in the Petroleum Marketing Enterprise has yet to be launched.This paper is based on the theory of enterprise safety culture and the practice of safety culture in Petroleum MarketingEnterprise.Firstly,according to the characteristics,structure and form of the safety culture of Petroleum Marketing Enterprise,the qualitative analysis method is used to design four first level indicators,nine second level indexes and seventy-five third level indexes of safety culture in Petroleum Marketing Enterprise;Then,the evaluation of the safety culture of petroleum enterprises is determined by the research perspective which is evaluated comprehensively by the five main types of the state,the superior,the peer,the customer and the internal staff.Explain the comprehensive evaluation method of safety culture in Petroleum Marketing Enterprise on the basis of analytic hierarchy process.Thirdly,the above research results are applied to the evaluation of the safety culture construction of Petrochina Northeast Chemicals Marketing Company,we came to the following conclusions:1)Safety culture evaluation index system of Petroleum Marketing Enterprise is consisted of four first level indicators,nine second level indexes and seventy-five third level indexes.2)The comprehensive evaluation method of safety culture in Petroleum Marketing Enterprise is simple and clear,easy to operate and reliable.3)The evaluation results of safety culture level about Petrochina Northeast Chemicals Marketing Company was 0.811.And grade is good.According to the evaluation results,the corresponding construction measures were put forward.First,the construction of spiritual culture was paid attention.Second,the safety cognition of each staff was strengthened.Third,the safety of each layer behavior norms were strengthened.Last,implementation of the safety facilities should be paid attention,dealing with relationship between material and immaterial safety culture.
