In recent years, the safety production situation in China's coal mine seems to be better, but it is still serious. Coal mine accident seriously threaten the safety and health of the employees and bring great property loss for coal mining enterprises. It is a important measure to avoid coal mine accidents that coal mine realize intrinsic safety. So it is an urgent affair of safety production work to research how to realize intrinsic safety in coal mine, but systematically, rationally and accurately carrying out intrinsic safety evaluation is an important basic work to construct intrinsic safety coal mine. Therefore, this paper introduces PSR Model and constructs evaluation indicator system of intrinsic safety based on the analysis and study for intrinsic safety, and applies the indicator system to make a demonstration research.Firstly, after colligated some relevant research results of intrinsic safety theory, this paper analyses and probe into the connotation of intrinsic safety, and establishes the structural model which is consist of human, machine, working environment, management and safety culture.Secondly, by the analysis of PSR Model(P—Pressure, S—State, R—Response), and proves that the application of PSR Model to construct the indicator system of intrinsic safety in coal mine has feasibility, on these basis, this paper introduces PSR Model and brings forward the hierarchical structural of indicator system with 5 levels-3 angles. Then, the paper systematically constructs a indicator system included 5 first grade indicators, 37 second grade indicators and 107 third grade indicators according to some correlative principles of indicator selection. Thirdly, using Fuzzy Borda Method Based on Grid Acquisition Model to confirm the first grade indicator weights. Based on experience and advise of expert consultant, the weights of PSR are counted according to the ratio as 3:4:3. The weights of the first and second grade indicator are estimated by Analytic Hierarchy Process.At last, take a coal mine in Shaanxi Province as a evaluation object, using Documentary Information, Questionnaire, Scene investigation and the mathematical statisitics to determined the indicator value, and appling weight sum algorithm, the paper evaluate the status of its intrinsic safety with the two subentry and one collectivity evaluation mode. The result show that the ultimate evaluation conclusion coincides with the practice of this coal min's intrinsic safety.
