Safety performance is the metric used to measure the organisation's ability to control the risk of accidents, which indicate the effective of organisation's safety efforts. With the development of safety science and enterprise practice, more approaches to improve safety management level are motivated, including the development of safety culture and the application of ethology and psychology into safety field. Then people began to care if these actions taken to enhance safety in fact are achieving desired results and if there are continual improvement on safety performance. The study on measuring safety performance is drived.At present, there are a lot of researches on safety performance at abroad, but the research methods are different and there are no consensus on the definition, scoping and general principle. And additionally, there is an lack of related study in domestic, so this paper is trying to develop a safety performance measurement framework applicable to domestic enterprises through literature review and comparisons about commonalities analyzing. The following aspects are studied.(1) To understand the development history and present situation of safety performance, a large volume of literatures are reviewed. The definition of safety performance,indicators and research methods are listed and summatized. And then the definition of safety performance in this paper is addressed.(2) Through literature review and comparisons on commonalities in safety performance researches, a high level cross sector performance indicators framework is developed which includes 10 first level indicators and more than 20 second level indicators. The paper also adressed the indicators collecting methods and performance measuring model.(3) Developing safety performance indicators framework applying to Power Transmission and Distribution industry. Questionnaire is designed to collect indicator datas.(4) According to the characteristics of safety performance indicators, AHP method is used to assign the weight of indicators and Fuzzy synthetic evaluation method is used to measure the safety performance. Then the model is applied in Power Transmission and Distribution industry.(5) Radar figure and different color level are applied to show the safety performance outcomes,which can help the enterprise to analyze the perofrmance data clearly.
