Research On Evaluation Index System Of Airport Safety Performance

The rapid development of the civil aviation industry has put greater pressure on safety management,as one of the main production and operation units of civil aviation,airport undertakes the important mission of ensuring the development of the industry and passenger travel,and is also an important carrier for the normal operation of airplane,personnel,vehicles and equipment on the ground,the importance of airport safety is self-evident.In order to further improve and strengthen airport safety management and promote the improvement of the overall safety management quality and level of the industry,this paper studies the construction and application of airport safety performance evaluation index system.The paper first analyzes the theoretical method of airport safety performance,analyzes the relationship between the safety management system and the quality management system based on the actual characteristics of the airport;secondly,it introduces the criteria for excellence performance,establishes the key safety performance dimension from a multi-dimensional perspective,and initially establishes the airport Safety performance evaluation index system.Through statistical analysis and filtering,an airport safety performance evaluation index system consisting of six first-level indicators,17 second-level indicators and 79 third-level indicators was finally constructed.The improved order relationship analysis method and entropy weight were applied to calculating the subjective and objective weights of each indicator,and uses the combined weighting optimization model that takes into account both “sequence information” and “strength information” to obtain the final indicator weights.Finally,by introducing cloud theory,the airport safety performance based on the normal cloud model is established.Comprehensively evaluate the model and verify the feasibility of the method model through an example application,which can better solve the problems of ambiguity and randomness of the evaluation index.The research shows that the established airport safety performance evaluation index system meets the actual needs of civil aviation airport safety management,and it has certain reference significance for the overall safety performance evaluation of the airport industry.
