Establishment And Research Applicabilityon Safety Performance Measurement Indicator System

In recent years, as people’s understanding for safety disciplines becomes moreand more deep, and safety management is becoming more and more attention from allwalks of life in our country. Some enterprises, scholars and some research institutionshave made unremitting efforts on how to improve the level of safety, while how theeffect is exactly achieved needs the scientific method of safety performancemeasurement. It is of great importance for the safety of the enterprises to measuringthe enterprises’ safety management reasonably. Some problems existing in the safetymanagement could be found in the process of measuring, and it would provide someeffective information for managers, and make continuous improvement for safetymanagement of the enterpriseThe key of safety performance measurement is choice of the measuring content,namely the performance measurement indicators. It could be found through safetyperformance reviewsat home and abroad, that some organizations put forward a lot ofsafety performance measurement indicators according to the characteristics of theindustry, and some scholars point outsome corresponding measurement indicators inthe view of safety management science, safety behavior and safety culture.Althoughthere have been a lot of research on safety performance measurement indicators, butthe study has not formed a broad consensus so far.And there has not been relatedresearch on if it would well apply to China’s enterprises for the establishedindex.Based on this, this paper attempts to establish a scientific and comprehensiveperformance measurement method which is applicable to the Chinese enterprises,through the literature precipitation method and Delphi method.The main contents areas follows.(1)Analyzing the standard of safety management system through the literatureprecipitation method, and checking out the elements of the standard, and then8ecurity levelindicators of performance measurement.40secondary indexes aredetermined, by analyzing the standard again for the ensured indicators.(2)The Delphi method is adopted to demonstrate the feasibility of the secondary indexes in the enterprise. Two rounds of expert consultation are conducted. Expertsare asked to mark the feasibility of the secondary indexes and to put forwardsuggestions and opinions. The consulting results are deal with statistical analysis andthe results show that it has great improvement for the second consultation, and thatthe secondary indexes are well suitable for enterprise’s safety performancemeasurement.(3)The index system of safety performance measurement, is finally determinedthrough two rounds of consulting of the Delphi method, and it is put forward that thesecondary indexes could be the specific indicators in the enterprise. Aiming at theestablished index system, some researches are done in a drilling company. Someproblems of the company are analyzed and the corresponding solutions are present.
