Water resource is critical to basic resources in socio-economic sustainable development, sustainable use of water resources and protection of water environment is one of our most prominent environmental problems. With the rapid development of economy. China is facing with serious water pollution problems which heavy-industry developed contries have been faced 20 years ago. as a result. China begin to treat urban sewage treatment facilities as the key point of water pollution.Water Purification NO.1 Plant in Jinan City. Shandong Province, was firstly built as large-scale operation sewage treatment facilities with the ability of treating sewage 220.000 cubic meter/day.Useing of conventional activated sludge technology, output water being designed will be secondary standard. After years of running, the treatment quantity of sewage and output water quality cann't satisfy current requirements, according to relevant laws, the facility must be expanded and upgraded. This paper is based on North China Municipal Engineering Design Institute prepared the feasibility report, in deep investigation and on the basis of extensive data collection, according to the relative laws, standards being carried out for technology research.This paper analyzes the current situations of treatment technology and equipment status in Water Purification NO.1 Plant, points out that during the original process phosphorus and nitrogen removal are not included.At present equipment in plant (?) aging.besides.has a high failure rate, there is sludge bulking problems during operation too. Through analysis of current condition of input and output water, it makes clear of the focus of upgrading is to improve SS, TN. TP removal efficiency, effluent concentration to meet standard A. According to the drainage plan of Jinan City.the paper confirms the scale of the upgrading project which will reach 300.000 cubic meter per day.In addition, this paper analysises the water quality characteristics and water quality requirements for a technology research and technology programs choicing. and this technology upgrade project was designed to determine the device parameters. From water Purification NO.l Plant upgrading has been completed, after nearly a year of operation, the treated amount and effluent quality both meet the design requirements, and achieved good economic, environmental and social benefits.At the same time it is a good example for domestic large sewage treatment plants which have a similar process to the A in first grade standard upgrading reconstruction.
