The assessment indicators of future economic development is not only the size of GDP, but also the energy consumption and pollution emissions per unit of GDP. This condition indicates that the industry competition has become more intense, and the survival of the fittest will be gradually reflected on power industry. Assessing the sustainability of Shanxi Province electricity development is propitious to adjust measures timely. The adjustment makes sure the power industry cope with fierce competition in the future and the electricity sustainable development in Shanxi Province. In this paper, firstly, this paper establishes the power resource expense accounts, divides the type of power resources consumption. Secondly, it calculates the power ecological footprint and ecological carrying capacity of sub-account step by step, applies EMD to extract the cycle changes of power ecological footprint and ecological carrying capacity. Thirdly, this paper predicts the future electricity ecological footprint and ecological carrying capacity in different scene with the system dynamics model, and get the power planning direction in the optimal mode. In the best mode, it makes power prediction of Shanxi Province, and finally this paper make recommendations for the sustainable development of electricity.
