Environmental risk decision-support information system is an important technical basis of environmental risk management, the objective is to provide decision support for the environmental risk emergency rescue by synthetically using computer technology, communication technology, network technology and GIS technology. The occurrence of environmental risk accident will bring human society and natural environment destruction, damage and devastating consequences through the environmental media. In order to effectively deal with environmental risk accident, this paper takes Taiyuan Chemical Industry Group, Jinyuan District for example, designs and develops the GIS-based environmental risk decision-support information system, contains the following major contents:Through the deeper understanding of the domestic and foreign environmental risk decision support information system research situation and the advanced technology, the careful analysis of the features layout, topography and climate, etc. in the research region, the paper proposes the system technology route, and carries out the specific implementation.According to software engineering ideas and structured design methods, the paper carries out the system general design and detailed design. The general design makes the needs analysis, determines the design principles, completes the architecture choice and design, module design and database design, discusses the interface design principles and the model integration mode. The detailed design specifically designs the system sub-modules, including the design of the application and maintenance subsystem, the database structure design, discusses the detailed contents of model base, knowledge base and case base.In accordance with the database design scheme, the attribute database and spatial database are created, the spatial data are produced using ArcGIS Desktop software. Through the spatial data engine ArcSDE, the attribute data and spatial data are imported into SQL Server2005 database for storage and management, the environmental risk decision support database is initially established.Using Visual Studio 2005.NET platform and ESRI's ArcGIS Server9.2, the system overall structures framework is built, the interface is designed and the main functions are developed. The system designs user interface very well, achieves the basic electronic map functions, including the map browsing, layers control, eagle eye, measurement, etc, and realizes the decision support functions, including the map features query, attribute information inquiry, risk source monitoring and management, emergency decision support, etc.In summary, this paper discusses WebGIS development method using ArcGIS Server, and the way to use the technique in environmental risk emergency management decision support. It has made a useful exploration on construction of environmental risk decision support information system.
