Among all kinds hazardous waste in China, dyes and coatings waste plays a vital role in both production and the number of generated sources. Our country's management of hazardous waste at present will lead to unreasonable allocation of dyes and coatings waste management resource, as well as management blind spots or waste of resources in some industries. With the continuous improvement of living standards, the perfectness of management of dyes and coatings waste has also attracted much attention. Therefore, focusing on dyes and coatings waste, based risk assessment this paper studied its production, hazardous characteristics, exposure ways, exposure risk etc.This study have carried out a depth research on the generation of dyes and coatings waste in the pilot cities--Guangzhou and Shenzhen, and established the reclassification system of dyes and coatings waste based waste characteristics, pollution characteristics and waste production technology, then used four-digit coding method, given numbers to different waste, such as paint sludge 2340, ink sludge 3340, waste ink 2220 etc.. Analysed the generation and the current management situation of the reclassification waste, then determined the possible exposure ways for each reclassification waste during storage and conveyance. Chosed the risk assessment method: groundwater and aeration zone model, particle release model, air migration and diffusion model, surface water model, human exposure model and risk model in 3MRA model system, and fire risk model which was commonly used in China. According to the findings of research, analyzed the model parameters'sensitivity and simplified the model of groundwater and aeration zone, particle release, air migration and diffusion, surface water, human exposure and risk.Analyzed the pollutions in dyes and coating wast, identified the characteristic waste pollutants, and divided them into nine categories: Heavy metals, benzene homologues, esters, acrylic, phthalate esters, polycyclic aromatic hydrocarbon, isocyanates, phenols and other organic, A total of 68 kinds of pollutants; used The risk assessment based method to identify the Program applying to screening priority pollutants in dyes and coatings and determine the list of priority pollutants in each reclassified dyes and coatings, including 21 kinds of pollutants.Finally, utilized the optimized risk assessment model and the priority pollutants list to forecast the possible risk of the research wasts during storage and conveyance, then compared the risk and got conclusion: the main exposure way of dyes and coatings was leakage→groundwater→human drink during storage and was Leakage→surface water→human drink during conveyance. Then provided suggestions for management: improved anti-leakage facilities of waste storage ground and selected transport routes there was not any surface water around. This will have important realistic meanings on the classification management of dyes and coatings waste and hazardous waste, amd provide a theoretical basis and technical support for improving hazardous waste management system.
