The Research On China's Grassland Ecosystem Governance Policy Formulation Process Of Citizen Participation

In recent years, the serious situation of grassland ecosystem in China has attracted a wide range of government departments and social concern. With the grassland ecological management policy formulation and implementation, parts of grassland ecological status have been improved. However, the continued deterioration of grassland ecological situation has not been effectively contained. The emergence of this situation with the grassland ecological management policy development and implementation of a lack of citizen participation have a direct relationship. Citizen participation in policy-making in grassland management for grassland management goals is of great significance.The best embodiment of socialist democracy is citizen participation and ecological area is the best entry point for citizen participation. Throughout the past grassland ecological management policy-making process, the constraints of traditional political culture, relevant laws and regulations are not perfect, information disclosure is not fully participate in the system means less supply, environmental protection and slow the development of civil society organizations, which led to the passive participation of citizens, non-institutionalized participation has increased, access to information difficult, the low level of organization, participation in the result is not ideal, and so on.Existing laws and policies, citizen participation awareness and modern scientific and technological progress provide citizen participation in policy formulation grassland management feasibility. However, Chinese scholars rarely study grassland management policy-making civic participation and they do not form a systematic theoretical system. This paper is in accordance with the "theory-Empirical Research-Policy design" of ideas to completion. It is the development and citizen participation in public policy under the guidance of the theory of grassland ecosystem management in China citizen participation in policy-making problems in an empirical study and analyze the reasons.
