Research On The Influence Of Citizen Participation On The Efficiency Of Provincial Environmental Governance:Based On Panel Tobit Model

At the 19 th National Congress of CPC,Pollution prevention and control has been listed as one of the three major battles in the current stage.Environmental governance cannot be delayed.The country's expectation of high investment in environmental governance is the high output of ecological benefits,and improving environmental governance efficiency is an important goal of environmental governance.Under the background of actively promoting the modernization of the national governance system and governance capacity,it is a general trend to encourage and guide citizens to participate in environmental governance.Citizen participation in the governance of social affairs is a hot research topic in the current academic circles,but there is little research on the impact of citizen participation on the efficiency of environmental governance.Based on this,this study takes the panel data related to citizen participation and environmental governance in 30 provinces,autonomous regions and municipalities(excluding Tibet)in China from 2012 to 2016 as an example.Based on the theoretical analysis of the influence of citizen participation on environmental governance,Participation is an independent variable,and the environmental governance efficiency measured by the DEA-SBM model based on undesired output is the dependent variable.The educational level,the marketization level,and the self-interest level of the officials are the control variables,and the panel Tobit regression model is established.The use of Stata software to empirically analyze the effects of citizen participation in environmental governance efficiency.The empirical results: First,the citizens participating in environmental governance indirectly through the NPC suggestion,participating in environmental governance through offline letters and visits directly and participating in environmental governance through online methods directly have positive impact on the efficiency of regional environmental governance efficiency;the indirect participation of citizens in environmental governance through the CPPCC proposal has no significant impact on the efficiency of provincial environmental governance.Secondly,the current national governance efficiency is relatively low,showing a volatility upward trend,the central and western regions are quite different,and the eastern region's environmental governance efficiency is much higher than the central and western regions.Third,citizen participation has different effects on the efficiency of environmental governance in different regions.Eastern citizens can improve environmental governance efficiency through direct online participation,while the central and western regions can improve environmental governance efficiency through indirect participation such as NPC recommendations.Based on this,this study suggests that encouraging and guiding citizens to actively participate in environmental governance by strengthening environmental publicity and education,improving information disclosure system,and smoothing channels for citizen participation.Suggestions such as optimizing investment structure,balancing regional environmental governance,and exploring differentiated citizen participation channels are also recommended.Further improve the efficiency of environmental governance,in order to provide empirical support and policy for the current environmental governance in China.
