Research On Citizen Participation In Urban Environmental Governance

With the rapid development of China's economy,urban environmental governance has been urgent,but relying solely on the government itself,it has been difficult to meet the needs of urban environmental governance,citizen participation has become an inevitable trend of urban environmental governance,but due to various factors Constraints,the participation of our citizens in urban environmental governance is not very high.This paper uses the method of literature research,comparative analysis and theory and practice,and puts forward the countermeasures to improve the citizen's participation in urban environment management by analyzing the problems and causes of citizen's participation in urban environment management.Through the study,it is found that there is a lack of enthusiasm for the participation of citizens in the process of urban citizens' participation in urban environment governance.Subjectively,if they do not involve personal interests,they are not willing to participate.The level of citizen participation is low,which can only be confined to urban environment The end of the passive participation;environmental governance publicity and education is not in place,only a few days in a year to carry out environmental publicity,short duration,in fact,little publicity effect;due to the complexity of environmental information caused by citizens and government environment information Poor communication and other aspects of the problem;the fundamental reason is that the traditional culture affected the enthusiasm of citizen participation,the ability of citizens to limit the level of participation,imperfect guidance mechanism caused by passive participation of citizens,environmental education did not keep up with the pace of environmental improvement,The complexity of the problem restricts communication.In order to solve the problem of citizen participation in urban environmental governance,the author draws lessons from the successful experiences of citizen participation in environmental management in western countries,and puts forward the strategy of perfecting citizen's participation in urban environment governance,and thinks that it is necessary to solve the problem of citizen's participation in urban environmental governance It is necessary to cultivate the consciousness of citizens 'rights and responsibilities through the establishment of citizens' consciousness of citizenship,to enhance citizens 'initiative to participate in the consciousness of changing citizens' negative urban environmental governance,to improve citizen's participation ability by improving citizens 'cultural quality and cultivating citizens' participation in governance,Through the expansion of environmental decision-making citizens to participate in the scope,and effectively play the role of citizens in the hearing,a clear environmental supervision and incentive mechanism to strengthen the guidance mechanism for citizen participation;use of the school's environmental education,strengthen the media to carry out environmental publicity and close to civic life for publicity and education Strengthen the publicity of environmental protection of citizens;at the same time through the promotion of citizen participation channels,improve the efficiency of government feedback,expand the disclosure of environmental information content to ensure that government and citizens between the environmental information communication channels.
