Environmental problem is a social problem as well as an economic problem. At present, the high-speed development of society economy and sustaining increase of population have brought enormous pressure and impact. The deterioration of environment has become a main factor that restricts that the development of Chinese society economy is in harmony with population, natural resources and environment, but also one of the important problems pollution that threaten the survival and development of the Chinese nation.Emission trading is a new and market-oriented environmental economic measure, it has much used in the world. But it only started a little time in our country, and experience is poor. So studying on the theory and application of emission permit trading was very important.Specially, as a sort of new-style market-oriented water environmental economic measure, the study of water pollution emission trading in domestic academic field is much less. And moreover, water pollutant is used more unpopular than air pollution emission trading, especially in great basin. For the water environment is more complex air environment in pollution varieties and environmental function.Therefore, on the condition of market economy, it is with theoretic value and practical meanings if we look for the efficient approach to design the water pollution emission trading system, which adapt to the situation of our country.The first part includes three chapters:the first, the second and the third, mainly research the basic knowledge system of emission trading system. The study is from the theory of Emission trading system based on introduction and discussion, including the externality theory, the theory of property rights, and the theory of environmental economic means, and the different environmental economic comparison method, that are related with the theory of emission trading. Then put forward for the modern environmental management system of emission trading, in-depth analysis about the inherent advantage of mission trading system. And through the international system of emission trading using experience and domestic experience summary, lay a foundation for further study. Chapter 3th is the second part of this article. Mainly for economic analysis of water pollutants in emission trading, introduce several economic models, and research the economic regulation principles of emission trading from macroeconomic and microeconomic respectively, analyze the economic characteristics of the emission trading. Purpose is ready for the case study in the next.The third component is A Case Study. There, According to China's national conditions and the geographical features, hydrological features and ecological characteristics and the situation of economic and social development in Xiangjiang river basin, this article analyses the implementation in Xiangjiang river basin water pollutant emission trading system of the dilemma and favorable conditions in detail. About the water pollutants emission trading in Xiangjiang river basin, design and optimization the design principles, implementation premise, functional orientation, tem framework design, deal flow design and internet-trading platform design. Research in Xiangjiang river basin water pollutants environmental capacity calculation method, the initial allocation methods, pollution-discharge right market construction, intermediary institutions (water pollutant emission trading centre, pollution-discharge right bank) design, etc. To prevent water pollutant emission trading system will be "special soil refuses to put forward" in China, the article propose some suggests as "regulating government behavior" and "normalize market behavior". in a word, in order to construct the water pollutant emission trading system, which is favorable for Xiangjiang river basin, and the water environmental protection for our reference, to provide the reference for realizing the sustainable use of water resources in China.
