In recent years, human beings pursuit of economic development and ignore theprotection of ecological environment,the destructed ecological environment canrestrict the economic development in turn,so more and more scholars pay attention tothe sustainable development theory. Water ecological carrying capacity as ameasuring stick of sustainable development theory, its study provides a scientificbasis for the environmental protection management.The previous study of the water ecological carrying capacity regardadministrative area or the whole watershed as a study unit,thus leading the evaluationresults can not reflect the regional water ecological carrying capacity truly. Such asfor the whole watershed, the status of the upper reaches is in good condition, thedownstream of the carrying status is not up to standard, the water ecological bearingcapacity of whole watershed may be in good condition, however,the actual status isnot like this. it is harmful to the development of watershed, this result will not onlyaffect the ecological balance of watershed, but also influence the regional economicdevelopment.This study based on water environment carrying capacity and water resourcescarrying capacity, mainly for typical river basin-Qing River basin and Fan river basinin Shenyang economic zone,through establishing index system, using VENSIMsoftware to simulate the development trend of water ecological carrying capacity. Putforward the strong pertinent solution to improve water ecological carrying capacity,which making human beings economic development is within the scope of theecological carrying capacity. In this paper, the main conclusions are:1.In this paper, based on theory of the water ecological carrying capacity, refer tothe existing water ecological carrying capacity index,at the same time,according tothe actual circumstances of the Fan River basin and Qing River basin, establish thewatershed index system of water ecological carrying capacity, they are CODemissions,Water resources ratio of supply and demand ratio, the rate of Industrialwastewater treatment success rate, per capita water resources, per capita GDP,Thevegetation coverage. 2.Because the water ecological carrying capacity is a complicated system, whichinvolving a lot of theory, also cross coupling between index each other, comparedwith many methods, I choose system dynamics method to analyze the waterecological carrying capacity.3.Regard population and industrial wastewater as comparative index, whichmeans the error between the simulated data and the real data is less than10%, theyare0.2%、1.5%, thus to verify the model is effective. Then simulate water ecologicalcarrying capacity under five kinds of schemes.4. Because the characteristics of each aquatic ecoregion is different, the resultsof the same solution for different water ecological aquatic ecoregion is different. Input forward, to improve the bearing capacity of water ecological plan to combinationof river basin ecosystem service function and its own characteristics, adjust measuresto local conditions of the effective solutions are put forward. So, it is necessary toconsider the characteristics of the watershed and the service function when proposescheme of improve water ecological carrying capacity.
