Numerous major pollution incidents were caused by water pollution in recent years. Water pollution accidents, especially trans-regional ones (including upstream and downstream, inter-provincial and inter-cities incidents), are increasing. It is an urgent problem that the disputes caused by the cross-river section of serious water pollution seriously restrict the economic and en-vironmental developments in China. Each region of the basin chooses the optimal strategy to their advantage because of the economic conflict between the upstream and downstream. This leads to the phenomenon that the areas only pay close attentions to local pollutions. The local environ-mental improvement can neither realize the cooperation between different regions nor achieve an effective management of river valleys and regions water pollution.Domestic and foreign scholars investigate the basin water pollution across regions and gain the conclusion that the biggest interests of watershed pollution management can be gained by the trans-regional cooperation. It is difficult to get because the incomes of some regions are in-creasing and the others'reducing when the total income maximizes. The income reduced regions have a "free rider" tendency which led to the difficulties. To avoid this situation and promote the formation of the cooperative mechanisms, the income increased region should pay financial com-pensation to the income reduced region to achieve the cooperation. In this paper, a multi-regional cooperation and non-cooperative model is established, the income generated though cooperation is redistributed by using various methods and the advantages and disadvantages of each method are compared.The current status of river Basin pollution and serious reasons of pollution in China are de-scribed in this paper. They reveal the necessity and the urgency for river pollution control. So the river basin regions should strengthen the collaboration and cooperation in management of water pollution. Then the research progress at home and abroad in water pollution control and com-pensation are introduced. Based on.recent investigation, a non-cooperative model of river basin pollution control and a cooperative model allowing the transfer of environmental capacity are es-tablished and the cooperative interests are redistributed by using the Shapley value, consultation solution, Raiffa solution and Equilibrium solution. The benefits received from the cooperation are determined by the redistribution. The compensation cooperation effectively promotes the regional collaborations and maximizes the total interests of the river basin. Meanwhile, the case with the tourist areas are discussed and the corresponding cooperative model is established.
