With the rapid development of the country's economy and the continuous improvement of the quality of residents' life,various types of electrical and electronic products have flooded into residents' daily lives and entered the consumer market.With the production and the use of a large number of electrical and electronic products,the problem of environmental pollution caused by its disposal has become increasingly significant.Taking mobile phones as an example,the use of mobile phones is large and the life cycle is short,resulting in a huge amount of used mobile phones.The value of resources such as remnants of used mobile phones is high,but at the same time,components such as batteries also cause serious environmental pollution.At present,China does not have a sound system for recycling and supervision.Consumers lack awareness of recycling.Relevant parties' responsibility for recycling is not clear.As a result,the order of the recycling of used mobile phones is chaotic,and illegal recycling,dismantling,disposal,and secondary sales are very serious.The relevant laws introduced by our country lack clear guidelines for recycling used mobile phones.Therefore,how to effectively recycle electronic household wastes,mainly used mobile phones,to reduce environmental pollution and promote the recycling of resources has become a problem worth studying.Based on a thorough investigation of the status quo,this article makes an in-depth analysis of the relationship between the recycling entity and the subject involved in the recycling process,and finds that the recycling process of the used mobile phone is very confusing: the illegal traders disrupt the recycling market,and the production companies are passive about the recycling of used mobile phones,and the main players such as sellers and manufacturing companies are fighting each other and their recycling efficiency is low.Aiming at the existing problem of real recovery,based on the producer responsibility extension system,relying on the sales channels and platforms of the sellers to establish a government-oriented and producer-based recycling model in which the sellers participate in cooperation to build the game model of recycling of cooperation between the government and producers,and the cooperative game between the producer and the seller extends the game model to show the policy effect of the government and producer cooperative game model,and provide reference for policy formulation.It is found that the earnings of cooperative recovery is higher than the non-cooperative recovery's,and the cooperative recovery income distribution mechanism is determined.Then based on the recycling cooperative game model,studies the effective recycling incentive policy using experimental economics,and discovers that the "trapezoidal preferential rate" mechanism between the government and producer can effectively strengthen the producer responsibility extension system and promote the recycling of used mobile phones.Through the data analysis,the most optimal “trapezoidal preferential rate” was determined,and the game model was simulated and analyzed based on the experimental data.The policy recommendations for incentive recycling were proposed from the aspects of government,producers,sellers,and consumers.
