Atmospheric environmental capacity of a certain pollutant can be defined as the amount of the pollutant that the atmosphere contains in which the generation and clearance of this pollutant reaches a balance and has no harm to human and other species. After measuring scientific urban atmospheric environment capacity, and according to different area conditions, the plan of total emission control is developed to control the total pollutant emission. This plan can make full use of environmental capacity resources, and achieve the most economical method to control the pollutants. More importantly, it could achieve the purpose of improving the quality of atmospheric environment effectively, which greatly expresses the scientific development conception in guiding environmental management, and the significance to study and calculate the atmospheric environmental capacity. In other words, only when the atmospheric environmental capacity of a city is achieved can the total control objectives and overall control and management system be developed.This gist of this thesis is:â‘ The establishment of suitable air quality model and atmospheric environment capacity model for mesoscale cities which can be applied in our country;â‘¡To dispose of the flow field of mesoscale cities, in order to make the diffusion model be used to exactly calculate the concentration distribution of the pollutants;â‘¢Taking the group of northern cities in Leshan as an example, according to the actual situation of Leshan city, the U.S. air quality model framework(CALPUFF) is introduced and digested using the latest model of atmosphere turbulent and boundary layer theory to research atmospheric environmental capacity in mesoscale cities. And the planning solution is adopted to solve the atmospheric environment capacity, which provides reliable basic data for atmospheric environmental capacity of Leshan and provides the solution of the theory and methods to the study and solution of the atmospheric environment capacity of mesoscale cities.To calculate with the most advanced models makes the establishment of the urban air quality model more accurate, which makes the simulation and prediction of urban air quality more realistic using mathematical models.
