Study On The Ecological Function Of Government In China

Ecological problems are associated with the development of human society and should also be addressed during the development process. The paper puts forwards the concept of ecological function of government, establishing a theoretical framework for the transformation of government functions, improving the government eco-management system, promoting the solution to the increasingly serious ecological problems, enhancing the position of the eco-management activities in government administration. With the methodology of historical and comparative analysis and based on the theory of administrative ecology and government functions, the paper analyzes the development process and the future developing trend of government functions, defines the ecological function of government and its features, determines the content and development of government ecological function and identifies its distinctions between the political function, economic function, social function and cultural function of government. Combined with the development trend of ecological problems in China and the integrity, comprehensive and systematic thinking of solving ecological problems, the paper determines the main elements of ecological function of government and describes the implementation approaches. Through establishing the concept and theoretical framework of government ecological function, the paper points out that the ecological function of government meet the transformation of government functions in the development process and should be relatively independent. In order to serve the good living, happiness and justice for all citizens, the ultimate mission of government ecological functions ought to provide the community with a high quality natural environment, promoting and establishing the sustainable development of economy, prosperity and a healthy culture, harmonious social relations for the general public. The innovation of this paper is to provide a theoretical framework for the transformation of government functions and institutional reforms based on the concept and the relative independence of ecological function of government.
