The Research On The Government Function Of Ecological Civilization City Construction In Huizhou

Over the past four decades of reform and opening up,China's economic and social development and urban development have made tremendous progress.However,in the course of development,it also faces a series of problems such as resource depletion,increased pollution,degraded ecosystems,and limited natural environment carrying capacity,seriously restricting the sustainable development of the city.In the face of this grim situation,the party and the country attach more and more importance to environmental protection and ecological civilization,putting ecological civilization construction on a more prominent strategic position concerning the building of a well-to-do society in an all-round way,and include the“Five In One” of socialist modernization with Chinese characteristics.Huizhou City is known as the “Half-Mountain Half-Lake” and its ecological environment is beautiful.Under the background of national ecological civilization,Huizhou Municipal Government has actively participated in the national green development of the Pearl River Delta by establishing a demonstration city of national ecological civilization construction.In the rapid development of urbanization,the construction of demonstration areas is also faced with problems of ecological destruction and environmental pollution.The contradiction between the ecological space pattern is prominent and the development is unbalanced.There is still a gap between the environmental quality status and the goal of building a well-off society in an all-round way.The Huizhou Municipal Government In the construction of ecologically-civilized cities,the environmental protection and governance system still needs to be improved.The functions of the government's ecological management are decentralized,the definition of powers and responsibilities is not clear enough,and there is still a long way to go before the development of ecological culture.In this context,this paper proposes to study the role of government in the construction of ecological civilization has important theoretical and practical significance.On the one hand,it can enrich the theoretical research of ecological civilization,and on the other hand,it can better play the role of the government in building an ecologically-civilized city.The role has specific guiding significance.Based on the perspective of public management,this article uses the related theories of government ecological governance,new public management,and sustainable development to focus on the role of the government in the construction of an ecologically civilized city.Through literature research methods,field research methods,interviews,comparative analysis and other research methods,we systematically expounded the connotation of ecologically-civilized cities,discussed the government management-related theories and therole of government in the construction of ecological civilization,and the Huizhou municipal government in the ecological environment.The status quo of civilized cities construction,as well as the causes of the problems and the role they played,were analyzed.Referring to relevant theories and practical experiences at home and abroad,strategies for optimizing the role of the government in building ecologically-civilized cities were proposed.
