Exploration Of A New Path For China's Ecological Civilization Construction At The Low-Carbon Era

Based on the eco-Marxist theory and its latest theoretical achievement of Marxism in China, this essay proposed a low-carbon development path of China's ecological civilization construction, along with the changing times and the actual conditions of our country.At present, under the impetus of the internal contradictions in the traditional industrialization, low-carbon development has attracted great attention of the international community and become practical action in many countries. The world has been pursuing lower energy consumption, low emissions as well as high efficiency as their goals, making a new stage of the low-carbon times. At the same time, our country is faced with excessive energy consumption, lack of energy per capita, inadequate inputs and technological backwardness, and our consumption pattern is closely related with the traditional industrialization, industry-oriented structure as well as the extensive growth mode. In spite of these shortages and all kinds of challenges and constraints, such as the "lock-in effect", there are also vast and rich opportunities and advantages including strong policy supports, social dynamics, growth space and new energy resources. Under the guidance of Marxist-oriented ecological theory and China's latest achievement of coordinated and sustainable development thinking, therefore, we must adapt to the changing times and our actual situation, develop the structure, especially the industrial structure, which relies more on the tertiary industry instead of high energy consumption as well as polluting industries, and furthermore change the growth pattern of our consumption from depending on material and energy consumption to scientific and technological progress, as is the nature of China's Ecological Civilization Construction; to finance, especially to set up fiscal, financial and investment structure that is beneficial to low-carbon development, as is the driving force of China's Ecological Civilization Construction; to develop the technology, especially to develop and promote advanced and practical technology including energy conservation, substitution, recycling and pollution control, as its core of China's Ecological Civilization Construction; to make policies and laws, especially to develop specific regulations and economic policies, as is the guarantee of China's Ecological Civilization Construction; to promote the spirit of culture, especially to establish low-carbon consciousness and culture, as is the forerunner of China's Ecological Civilization Construction; to cooperate with international community, in particular adherence to the "common but differentiated responsibilities" principle, as is the condition of China's Ecological Civilization Construction; to enhance steer, in particular the heat of other typical urban pilot projects, as is the method of China's Ecological Civilization Construction.
