Ecological civilization is a new kind of higher civilized form after the industrial civilization,a new harmonious coexistence of man and nature,and the sustainable development of economy and society.Ecological civilization emphasizes the integration of natural ecological environment into the human development plan,and makes it complement each other and blend with the development of society.Since the 17 th CPC Central Committee formally proposed the construction of ecological civilization in 2015,the CPC Central Committee and the State Council jointly issued the "master plan" reform of ecological civilization,our country in the primary stage of socialism ecological civilization reform guiding ideology,ideas,principles,objectives and other important content,to the top-level design of Chinese ecological civilization construction.The opinions of the Central Committee of the Communist Party of China and the State Council jointly issued on accelerating the construction of ecological civilization are the first document of the country's overall construction of ecological civilization.Therefore,the political height of ecological civilization construction will be further improved.And how to accurately evaluate the level of ecological civilization construction has become an important part.The author through the relevant literature research,summary of the index system of ecological civilization and ecological civilization between different levels and different provinces,the relative frequency of various statistical methods,reference ecology ecological civilization index of relative abundance,relative dominance and calculated its important value.Through the expert scoring method and analytic hierarchy process,the index system of ecological civilization degree and the weight of each index are obtained.According to the principle of ecology,four first level indexes are determined: energy flow,material cycle,information transfer and environmental base,and 32 two level indexes.The index data standard of 2011-2015 in Liaoning province were studied,and the introduction of Ecological Civilization Degree Index(ECDI),according to the change of ECDI in Liaoning province in the five years of the analysis of the advantages and disadvantages in the aspects of ecological civilization construction in Liaoning Province,and the regression equation of ECDI in Liaoning province to infer the new stage of ecological civilization of the time is 2024.This article from the perspective of different provinces to verify the ecological civilization index,in Liaoning Province,Beijing City,Jiangsu Province,Guangdong Province,Henan Province,Shaanxi Province,Sichuan Province,the standardized data of this seven provinces for empirical analysis,accounting for seven provinces in the final ECDI score,and the order of the per capita GDP is roughly the same sort,the construction and economic construction in ecological civilization is closely related,also confirms the national ecological civilization construction into five major construction policy forward-looking.Through the analysis of the index system and empirical analysis of the various provinces and cities,the specific path of ecological civilization construction are studied,proposed the transformation of ecological economy,improve the eco system and regulations,the development of ecological culture,strengthen the environmental quality of four kinds of path construction,connotation of these four paths and the corresponding five in one country.Under the background of vigorously promoting ecological civilization,we can accomplish green economic development,institutional innovation,social stability and cultural prosperity in four ways,so as to achieve the goal of ecological civilization construction in China.
