Study On Establishment And Demonstration Of Strategic Environmental Assessment Indicator System Based On DPSR Model

To address the environmental and resources issues emerging with rapid urban growth and promote sustainable urban development, it is necessary to take environmental considerations into strategic decision-making especially for Urban Economic and Social Development Plan. SEA is such an effective tool and the study on SEA indicator system establishment and evaluation methods is an important prerequisite to ensure effective implementation of SEA.At present there exists the problem of unclear function definition and less effective implementation for SEA indicator system research. While this paper is designed to well involve SEA indicator system to the whole Strategic Environmental Assessment process so as to provide guidance on other research topics and also provide comprehensive evaluation results for decision-makers by integration of all forecast results.This paper made a research on the function, users and building principles of SEA indicator system; established an ES-E-DPSR five-level model which contained three areas named "economic& social development", "ecological & environmental impact" and "ecological & environmental control"with "ecological & environmental sustainable development" as the evaluation target for urban economic and social development planning framework SEA; defined how to make use of SEA indicator system in the SEA process, the methods and process to screen indicators and the comprehensive evaluation methods; and take the "Pudong New Area 11th Five Year Economic and Social Development Plan" for the demonstration. SEA index system for the case was used for the assessment of historic and current status of ecological and environmental sustainable development (ESD), single factor and comprehensive evaluation of strategic environmental impact, comprehensive evaluation and comparison of scenarios and trend analysis of ecological and environmental sustainability as well.Evaluation-results showed that the region entered into a higher level of ESD since 2005, the implementation of the strategy overall improved ecological & environmental sustainable development index, but CO2 emissions by 2010 was predicted serious exceedance, the NOx emissions and O3 hour concentrations with moderate excessive, scenario 8 was evaluated to be the best one among 9 and Pudong New Area showed a trend of linear growth of during the period of 2000-2020.
