Water is not only an important part of natural resources but also an indispensable basic material to sustain all life on earth and human life and live. It is also the economic resources for the healthy development of the national economy. With the development of social economy, water crisis has become an important factor to restrict a global economic development of many countries. In order to maintain the sustainable exploitation and utilization of water resources in the range, it is necessary to account the real demand of water resources of human consumption. Jinan belongs to a typical resourceful- water-lack city and it is important to make a reasonable exploitation and utilization of water resources countermeasure.Based on the calculation model of the ecological footprint of water resources and the partition of water ecological footprint account, the ecological footprint of consumer products, fresh water , water pollution is calculated respectively. Then the dynamic changes of the ecological footprint of water in the decade of 1998-2007 are analyzed. This paper also use the water resources carrying capacity calculation model to calculate the water resources carrying capacity of Jinan and analyze dynamic changes from 1998 to 2007. The results indicate that the whole ecological footprint of water and the whole water ecological deficit of Jinan in the decade of 1998-2007 show ascendant trend, and the whole water ecological carrying capacity is a decline. These are closely related to the increasing population and sustained economic development of Jinan, and Jinan should continue to work hard on rational utilization and optimized configuration of water resources.This paper uses STIRPAT model and chooses the water ecological footprint of Jinan city as dependent variable and the population, rich degrees ,technical level as indicators. On this basis, this paper analyzes the factors that influence the water resources ecological footprint of Jinan. The results show that the population is the biggest driving factor which influences on the water resources ecological footprint and its influence coefficient is up to 0.728042. The second biggest driving factor is rich degrees whose influence coefficient is 0.426391(lnA)and the water consumption will increase synchronously with the improvement of rich degrees. The water resources ecological footprint consumption of Wan Yuan GDP will drop with the increasement of technical level, which make the water resources ecological footprint consumption drop. Although its influence is a little weak, but it cannot be overlooked.Finally, this paper discusses some countermeasures for sustainable development of water resources of Jinan which include controlling the population size strictly, bringing up technical level, promoting efficiency of water resources, enhancing the consciousness of water saving, making reasonable water prices and the water resources protection, increasing available water resources and so on.
