Pi-shi-hang basin is one of the few relatively healthy rivers in the country, how to keep this relatively good water in the modernization of the economic tide in the long-term, how to find a new way of sustainable development between the dilemma of developing the economy and protectting the ecological, is a national and the community concerned issue.It also need urgently Pi-shi-hang irrigation district solving the puzzle answers.Proceeding from this understanding,this study indicates the constraints of the sustainable development of water up stream of Pi-shi-hang irrigation district,based on the literature research,data collection, field research, qualitative evaluation and quantitative evaluation.On this basis, the sutdy proposes water up stream of Pi-shi-hang irrigation district to take the measures of ecological compensation policy. Then the sutdy Research theoretical feasibility and practical feasibility about this Measures. The meaning of this sutdy is to provide theoretical guidance and reference for ecological and environmental protection,restoration and sustainable development of the Pishihang irrigation water district.This paper came to the conclusions:(1)Combined with thenatural environment, social conditions and economic development characteristics of upstream and downstream of the Pishihang River ,we divide the study area into"ecological value of the claim Area" and the "ecological compensation area."The spatial scale of ecological compensation Is bounded by all the watershed catchment area of Pishihang Basin (including the five major reservoirs hydropower).That is bounded by hongshizui, hengpaitou, longhekou Dam. The upstream is the ecological value of the claim Area,and the downstream is the ecological compensation area. The results of the division are consistent with the actual situation .It provides for the necessary basis about the measure of ecological compensation and implementation of ecological compensation. (2)The study assesses the ecological environmental quality.Scientific basis. Based on the principles of science, the data availability, we constructed ecological,environmental evaluation index system,and study about evaluation criteria,weighting coefficient determining method, and comprehensive evaluation model.According to this,combined with field research data, we assess counties (districts) ,the results of this is consistent with the Current requirements and trends of ecological compensation.(3)Based on the CVM questionnaire investigated,we investigated the residents willingness to pay for eco-environmental of the Pishihang downstream. According to the investigation, The willingness of Hefei public to pay is 206 yuan per household per year, the public of upstream of the Pishihang irrigation has formed the basic recognition.(4)Based on the Economic, social and policy situation of the study area,this study established a framework of the Pishihang ecological compensation market operation mechanism .
