In recent year, with the launching of China's coal development strategy in western, northern Shanxi has become an important energy base. Abundance of coal resources in North Shanxi Province is China's current proven reserves of the largest coal field, which has Coal simple geological structure, coal quality, mining easier. Since the ninetieth, it has carried out a large-scale coal mining. As the number and size of mine are growing, the problems and contradictions which have not previously been attention have become increasingly apparent. One of the most serious problems is environmental problems of mining areas in northern Shanxi and social problems. As result of environmental degradation, pollution and wastage problems caused by mining have become a major constraining factor in the economic development of northern Shanxi. Therefore, to carry out environmental safety evaluation in northern Shanxi is necessarily.Firstly, in the case of access to all kinds of information and following a comprehensive, systematic, scientific, particularity and universality, as well as under the premise of quantitative indicators of the principles of treatment, the environmental disaster caused by mining development in the Desertification area in northern Shanxi has did Environmental Safety Assessment in the integrated use of environmental quality assessment and coal mine safety evaluation theory, and the principle of mining environmental safety assessment is established and Environmental Safety Assessment category is made clearly.Secondly, according to the actual situation of the mining area in northern Shanxi, by looking through hydrological data mining over the past years, body mass index value of water, the water environmental capacity value and the water environment safety index value are calculated after the data has been analyzed and Normalized. It makes the use of gray system theory to predict the water environment safety index value. Moreover,using gray theory knowledge, analysis of changes in the future evaluation according to index changes, to understand the synthesis of environmental change.Study about environmental safety evaluation of mining development can not only prevent a threat of the regional economy due to the ecological environment degradation but also prevent the poor quality of the environment and degradation of nature resources, while preventing the people's dissatisfaction caused by enviromental pollution and natural resource shortages.
