The paper discusses a method of establishing a measurement acceptance system based on digital elevation model under AutoCAD platform , and carries on the application and the development to the system.This paper has made a great amalgamation of constrained condition with Delaunay Triangle network. Moreover, this paper has established a Triangle network with constrained condition that is capable of reflecting the step surface of strip mine, in which way we can establish a 3D model based on the Triangle network to reflect the instant steps and ladders state of stope exactly. According to the 3D model, coal and rock amount is obtained by boolean operation which between the solid model and solid models of geological entities. The system put forward a new method in which we can use the solid model to calculate the mining and stripping volume in strip mine. One algorithm is realized which can be used to create strip stope fine DEM model with constrained conditions,and also the storage of the stope model at anytime is realized. Further more,the paper has developed many functions in the three dimensional graphic editor design aspect, satisfies the request in carring on the survey approval work in strip mine's production under the three dimensional environment.The achievement of this paper has been applicated in Pingzhuang strip mine, which indicates that the system has the characteristic of practicality, easy operation and stabilization. The System plays an important role in the process of the whole mining.
