Based On The Status Of Colliery Accident In China

As other social insurances, industrial injury insurance is also belongs to social insurance system. Compare with other social insurances, industrial injury insurance is the most closely linked to safety production. Learning from experience and success stories of foreign developed countries about reducing the industrial accidents rate, protect the legitimate interest of coal mine employees, disperse risk of coal mining enterprises and improve its'safety production levels, which have to combine the industrial injury insurance system with the safety production of our country. Although the coal mine safety production work of China has made great progress, especially in recent years, the coal mine accidents death rate reduced year after year, which also showed the decrease tendency, but the coal mine accident occurs frequently, the situation of safety in production of the colliery is still quite severe.This paper researches the coal mine accidents by using statistical methods, first of all, analyzing the data of the coal production, the death toll, and the death rate per million tons in coal mine etc. among the township coal mines, state-owned coal mines, and state-owned key coal mines of our country from 1998 to 2007, describes the coal mine accidents trend and the safety production status of coal mining enterprises, and introduced the Industrial Injury Insurance System setting-up and development to bring up the problems which influence between the safety production of coal mining enterprises and the operation of the industrial injury insurance system; then briefly introduce the developed countries as the United States, Germany, Japan about the Industrial Injury Insurance System and the development of safety production, in order to offer beneficial reference to improve and perfect the industrial injury insurance system of our country.In light of the reality issues of the mine industrial injury insurance in our country, the thesis puts forward with recommendations to improve and perfect the industrial injury insurance system in three aspects: the government, coal mining enterprises, and mine workers. Mine industrial injury insurance plays an irreplaceable important role in social security system of our country, and protect the legitimate rights and interests of injured mine workers, maintaining social stability and unity, in order to promote the economy for healthy development. However, various problem during the implementation of mine industrial injury insurance system in China must be resolved, such as coal mining enterprises are faults in the industrial injury prevention work, low rate of industrial injury insurance participation, coal mine injury insurance premium rate is setting unreasonable, and slow progress of rehabilitation work. To solve these problems, put forward a proposal to improve and perfect the mine industrial injury insurance system, such as improving the industrial injury insurance system laws and regulations, improve the mechanism of injury insurance premium rates, increase the efforts of industrial injury prevention work, set up the injury rehabilitation system, and develop the commercial supplementary insurance. In addition, we should strengthen administration of government about mine industrial injury insurance, such as build the independent mine industrial injury insurance system, which exercises centralization of management by the safety supervision department, mine industrial injury insurance participated in national co-ordination,and enhance coal mine safety supervision work and so on. The coal mining enterprises should increase investment in coal mine production safety, build professional coal mining industry insurance company, meanwhile, mine safety training to the employees of coal mining enterprises should be strengthened. As miners, in addition to focus on improving their safety awareness, but also should let unions to play a supervisory role. This study is of positive significance among the government to improve and perfect the mine industrial injury insurance system, straightening the administration management of mine industrial injury insurance system, increasing coal mining enterprises investment in safe production, and improving miners mine safety awareness and consciousness of rights safeguarding of themselves.
